欧盟版权指令正在欧盟各成员国内实施，向在线新闻发布商赋予了新权利，同时确保消费者可以继续通过在线平台自由访问信息。《指令》允许 Google 等搜索引擎自由链接到及自由使用新闻发布商内容的“非常简短的摘要”。此法律还针对发布商在线展示较长的内容预览这一情况，为发布商创造了新的权利，但未明确定义什么是非常简短的摘要/什么是较长的预览内容。
随着欧盟国家/地区将《指令》转为国家法律，我们一直在与欧盟境内的政府和发布商合作。我们已与新闻发布商开展讨论，以就受保护内容的使用达成协议。自 2021 年以来，我们已与 1,000 多个欧洲出版物、协会或版权集体管理组织签订了协议，并且还在持续进行更多讨论。这得益于 Google 作为新闻业全球最大的资金支持方之一，长期致力于为新闻业提供支持。
鉴于上述风险，我们即将从在捷克提供的 Google 搜索、“探索”和 Google 新闻服务中撤消展示可能受新法律保护的欧盟新闻出版物内容的预览（摘要、缩略图和视频预览）。标题和链接将保留在位。我们还不得不做出艰难的决定，终止提供 Google 新闻编辑精选。在这项许可计划中，我们通过向发布商付费以在捷克的 Google 新闻和“探索”中展示其精选内容。但由于这项修正案对我们产品的限制过于严格，给我们业务的财务及运营方面带来难以承受的风险，我们不得不做此决定。这些变更将在未来几周内逐步推出。
