Request message for ConversionUploadService.UploadClickConversions.
Important: Always set partial_failure = true. Partial failure mode is required for conversion uploads. When enabled, valid conversions are processed and any invalid conversions return individual errors in UploadClickConversionsResponse.partial_failure_error. Setting partial_failure = false or omitting the field is not supported and causes the entire request to fail.
When uploading enhanced conversions for leads with user_identifiers, normalize raw identifier strings before hashing with SHA-256 (trim leading and trailing whitespace, convert email addresses to lowercase, and format phone numbers in E.164 format), and populate only one identifier field per UserIdentifier object (oneof identifier is mutually exclusive).
For help diagnosing conversion upload issues, see the conversion upload troubleshooting guide.

Required. Must be set to true. Enables partial failure mode so that valid conversions are processed and any invalid conversions return individual errors in partial_failure_error.
