變更代理程式啟用狀態

貨運公司可以更新服務專員的啟動狀態，並附上註解說明狀態變更的原因。

注意：comment 欄位的規定因動作而異：

選用：啟動核准程序。
必要：拒絕、停權和取消發布要求。

這則留言會以電子郵件形式傳送給開發人員，並顯示在「管理」和「商家通訊」控制台的「代理程式記錄」中，也會納入 AgentLaunchEvent webhook 通知。所有狀態更新都會透過這種方式傳送。

狀態應變更如下：

LAUNCH_STATE_PENDING 到 LAUNCH_STATE_LAUNCHED 或 LAUNCH_STATE_REJECTED
LAUNCH_STATE_LAUNCHED 至 LAUNCH_STATE_SUSPENDED
LAUNCH_STATE_SUSPENDED 到 LAUNCH_STATE_LAUNCHED 或 LAUNCH_STATE_REJECTED
