Auction Packages(being renamed in DV3 UI to Inventory Package) are Exchange curated packages that can be directly targeted by any advertiser in DV3 Marketplace.
Auction Package API provides a public API for Exchanges to programmatically create and manage Auction Packages curated by Exchanges.
