In this phase, the user requests removal of their VDC,
either from the Google Wallet app or their Google Account. This will remove the
local VDC from the device and mark it as deleted with the
Issuer. The user has the option to add the VDC to another
device (including the same one) in the future.

Android-powered device
The user deletes the VDC from the Google Wallet app.
The app calls `notifyCredentialDeleted` to notify Google of the event.

Google relays the `notifyCredentialDeleted` call to the Issuer.

Issuer servers
The Issuer marks the VDC as deleted from the user's
device.
