更改代理发布状态

运输公司可以更新代理的发布状态，并添加评论说明状态更改的原因。

注意：comment 字段的要求因操作而异：

可选：发布审批。
必需：拒绝、中止和取消发布请求。

此评论会通过电子邮件发送给开发者，显示在管理和商务通信控制台的客服人员历史记录中，并包含在 AgentLaunchEvent webhook 通知中。此交付适用于所有状态更新。

状态应更改为：

LAUNCH_STATE_PENDING 到 LAUNCH_STATE_LAUNCHED 或 LAUNCH_STATE_REJECTED
LAUNCH_STATE_LAUNCHED到LAUNCH_STATE_SUSPENDED
LAUNCH_STATE_SUSPENDED 到 LAUNCH_STATE_LAUNCHED 或 LAUNCH_STATE_REJECTED
