Access to the complete ELS documentation is available to Google Accounts registered as ELS partners. If you are already an ELS partner, ensure you are signed in with the account registered with the ELS team (see Google Accounts Help for how to switch accounts)

To apply to become a Partner for full documentation access:

1. Fill in the Android ELS Interest Form.
2. The ELS team may contact you to go over next steps.

A reminder, partners may only include relevant government entities, mobile network operators (MNOs), carriers, and public safety infrastructure vendors.

Create a Google Account with an existing email address

For users to be added as an ELS Partner for full documentation access, they'll need a Google Account associated with a corporate email address:

1. Go to the Google Account Sign Up Without Gmail page.
2. Enter name.
3. Enter date of birth.
4. Enter existing corporate email address.
5. Click Next.
6. Verify the email address with the code sent to the existing email account.
7. Click Verify.
