Yes. Users need to be logged in with a Google account. This is almost always true for Android users, and is the usual state on iOS.
"Is Google having a presence at MWC?"
We are not planning any booth or formal presence, but some of the team will be in Barcelona, (pandemics permitting). More details early in ‘22.
